Luis joined CRP as CEO in October 2016 and oversees the entire operation of the organization’s administration, fiscal and program implementation. He has lead the management team into successful expansion of new programs and contract opportunities. He serves a seven-member board of directors overseeing a six-county operation with 120 employees. He has extensive experience in managing government programs and, in the private sector, has 22 years of experience as an executive in the Banking and Financial Services industry. Luis managed a state-wide Community Development operation for Washington Mutual and JPMorgan Chase. There he was responsible for community development investments to communities throughout the Western Region for Washington Mutual. He also was part of the Acquisitions and Merger teams that strategically planned growth in new emerging markets across the United States. He has collaborated with numerous nonprofit community organizations, throughout the state, focused on economic and community development initiatives and investments during his banking tenure. Before entering the banking industry, Mr. Sanchez successfully operated a financial planning and investment business with New York Life Insurance Company for nine years.
During the economic downturn and housing crisis, Mr. Sanchez assisted in setting up a successful home modification program with NeighborWorks Sacramento for the Central Valley to help homeowners avoid foreclosures. He has served on boards of numerous state, regional and national community organizations fostering better collaborations with local government and the private sector.
Luis received his Bachelor’s degree from California Lutheran University in Political Science and Business Administration. He also attended Western State University Law after college before working in Sacramento. He serves on nonprofit boards and is currently the Chairman of the United Way of San Joaquin County, a member of the San Joaquin County General Hospital Foundation Board, Board member for the San Joaquin County Revolving Loan Fund, Treasurer for the Mexican American Hall of Fame, and is on the Steering Committee for the Capitol Region Climate Readiness Collaborative. He continues to participate with other local nonprofit organizations giving of his time and effort to improve our communities.
Elizabeth Bianchi-Rossi has more than 10 years in the energy and finance fields, in both the profit and non-profit sector. Elizabeth began her career in the banking industry working for Wells Fargo then later spent several years in the solar industry processing customer rebates. Elizabeth started out her career with Community Resource Project in the Outreach department where she was in charge for all the scheduling and intake work. She later became the Operations Manager in the Energy Division where she oversaw all aspects of completing a job; from scheduling, inventory, billing, audits and quality control.
Elizabeth spent the last few years working in the Finance department where she has served as the Accounting Manager for the agency. Elizabeth maintains oversight on all functions of the Finance department, including, but not limited to: payroll, AP and AR, contract billing, and managing the agencies budget. Elizabeth holds her MBA and her Bachelors in Business Management from University of Phoenix and her AA in Business Administration and Liberal Arts from Sierra College. Elizabeth has also been certified from the PG&E training center in Basic Weatherization, REM and NEAT Audit, and holds her OSHA 30 certification.
Jessica Rodriquez joined CRP in January 2009. She leads all Human Resource operations for 120 employee base in 10 separate office locations. She manages all employment hiring, evaluations and implements employee compensation and benefit programs. She provides HR practices and objectives that will provide an employee-oriented; high-performance culture that emphasizes empowerment, quality, productivity, and standards; goal attainment, and the recruitment and ongoing development of a qualified and skilled workforce. Jessica coordinates the development of processes and metrics that support the achievement of the organization's business goals. She coordinates the implementation of employee-related services, employment policies, and assists and advises CRP management about Human Resources practices and policies.
Prior to CRP, Jessica was an Environmental Service Director’s Assistant at Eskaton Fair Oaks as the Administrator for landscaping, laundry, security, and housekeeping departments. Managed Human Resource issues and problems internally, plan and coordinate yard sales for Residents, plan and organize department events, purchasing of all office supplies and uniforms, and scheduled Director’s meetings.
Jessica is a member of the Sacramento Area Human Resource Association (SAHRA) that inspires, engages, and develops HR professionals to meet the challenges of a constantly changing business environment. The primary purpose of the Sacramento Area Human Resource Association is to further the professionalism and knowledge of its members. In her off time, she enjoys playing softball.
Maureen Clark is the Health Division Director for Community Resource Project, Inc. and has been with the Agency since 1998. Her primary role and responsibilities include monitoring and overseeing health division programs and staff such as the Women Infants and Children (WIC) Supplemental Nutrition Program, First 5 Lactation Consultant Assistance Program and the Cal Learn Program for expectant and parenting teens. Her duties range from hiring, training and supervising staff to managing and forecasting program budgets. Maureen functioned as a WIC Dietitian, Supervising Dietitian and the Coordinator of our Regional Training Center prior to her role as Director of the program, delivering direct nutrition education and client services to our diverse population in Sacramento. During her tenure, the WIC Program specifically has experienced growth from a caseload of approximately 10,000 moms and kids to 22,000 moms and kids per month and an increase in staffing levels from 30 to up to 65 WIC employees.
Maureen is a Registered Dietitian, receiving her Bachelor of Science degree in Food Science and Human Nutrition from Washington State University and completing her dietetic internship at Hines Veteran’s Administration Hospital in Chicago. She also received her Masters of Science degree in Human Nutrition from University of New Haven. She is an active member of the Academy of Nutrition and Dietetics and the Public Health Community Nutrition Practice Group and has served on a variety Task Forces and Committees in the community including the California WIC Association Board of Directors, External Advisory Committee for University of California Davis Medical Center Dietetic Internship in addition to the Caseload Management Workgroup and Local Agency Funding Formula Committee with the California Department of Public Health. Maureen recently received the Phyllis A Bramson Advocacy Award from California WIC Association for her advocacy work on the local, State and National levels.
